Taichung Harbor is a man-made harbor located in a sandy beach of the central part of the west coast of Taiwan. Due to environmental effect, there is a continuous wind with rage during the monsoon season. Hence, it is important for the windbreak foliage and forestation at the beginning of the construction of the port.
- The Harbor ( 7 ~ 8 km length, 0.5km width) has a long and narrow shape which resembles a bag with a closed sea area. The sea water between inside and outside of the harbor is not flowing freely. It is not easier to implement on the control of the pollution. In addition, there are 12 large and middle sized drainage ditch in the neighboring towns connected to the Harbor. The industrial waste water and foul water from the residences without treatment for a long period are all drained to the harbor. It is easy to cause the bad quality of the water in the harbor.
- The main task of the Environment Protection Division of the Bureau is to prevent damages to the harbor brought by natural wind and sand, to create a comfortable working environment and to prevent any unlawful man-made environmental damages.
- The Environmental Protection Center, responsible for the implementation all environmental protection activities, was established on July 1, 1994. It was renamed the Environmental Protection Division according to the organization charter of the Taichung Harbor Bureau promulgated by the Presidential Office document No. 09100018990, dated on January 21, 2001. Its chief responsibilities include:
● Environmental landscape planning and greenery beautification of the harbor area.
● Prevention and containment on pollution of the harbor area.
● Cleaning and maintenance of the harbor area.
- After years of efforts in forestation, cleaning and maintenance, pollution containment and prevention, the current harbor area is filled with beautiful greenery and the harbor In addition, the harbor water quality has been improved to attain to the Category B of Water Quality Standards.

- Cleaning and Maintenance on environment in Harbor area:
Cleaning squad members, garbage trucks and road sweepers are dispatched daily to clean the public roads and toilets and collect the usual domestic wastes and galley garbage in the harbor area. The cleaning team is responsible for cleaning and maintenance on environment, disinfection on diseases media, disposal of unknown wastes in harbor area; the arbitration and handling of abandoned unregisered vehicles; affairs pertaining to the clearing of pollution and wastes in water area.
- Prevention, propaganda & Coordination :
Implementing related policies of the Executive Yuan (Environmental Protection Administration, Department of Health, Council of Agriculture).
Environmental Protection Division -- cleaning services on usual wastes:
The garbage and recycling trucks of the cleaning squad will collect the waste from public, private sectors and galley wastes.
Collection times (except for official holidays):Usual garbage will be collected daily from 08:30a.m. to 4:00 p.m.
Recyclable garbage (recycled trash ) will be collected every Monday, Wednesday and Friday from 08:30a.m. to 11:30 a.m.。
Vessels that are berthed after the designated times of collection (North Terminal 8:30-9:00 North Pier 9:00-9:30,Central Pier 9:30-10:30) may contact the Environmental Protection Division Cleaning Team if they have garbage to be disposed.
If there is a need to dispose garbage from the ships on holidays, kindly inform the Environmental Protection Division Cleaning Team at 3 p.m. the day before the holiday. The garbage truck will be arranged to make the collection on the spot. Currently, there are no night collections due to manpower and safety concerns.

Within the commercial port area, it is prohibited to conduct activities that compromise the safety of the area or pollute the environment. Offenders will be fined from NT$ 90,000 to NT$ 900,000, and be ordered to stop construction work or business operations. (In accordance with Commercial Port Law Article 18 and 46)
- In the event that a vessel is shipwrecked or met with other incident and ran aground, sank or malfunctioned within the harbor area, the captain of the vessel must execute emergency safety measures immediately. It is also a priority to alert the port authorities of the distress so that aid can be extended promptly, and preventive measures taken to counter oil spills or other hazardous waste from polluting and damaging the shoreline and the surrounding sea area. Offenders who are in breach of the above will be facing jail sentence and fined from NT $300,000 to NT$ 3 million, in addition to paying for the damages caused. (In accordance with Commercial Port Law Article 32, 33 and 44)
- Ships that release opacity of particulars exceeding the “Standard of Emissions by Transportation” under the “Air Pollution Control Law”will be fined from NT $90,000 to NT 900,000. (In Accordance with Commercial Port Law Article 18 and 46)
- Ships that leak toxic chemicals and waste oil under serious circumstances will be subjected to Marine Pollution Control Act Article 29 and 53 and fined from NT $300,000 to NT $1.5 million. Offenders will be ordered to improve and rectify the problem within a stipulated time period. Failure to comply within the given time period will incur extra fine by per day basis.
- All fines subjected by the Commercial Port Law must be paid within the deadline. Failure to pay fines by the deadline will result in the case going to court. (In accordance with Commercial Port Law Article 48)
