   Cargo Handling
 


1.General Cargo Handling Charges:

(1)Stevedoring charge:
Stevedoring charge shall be levied against carriecj; rs unless otherwise agreed between carrier and consignees or shippers. In the case of various agreements being concluded on one carrier, the consignor shall be responsible. Stevedoring charge denotes charges required for discharging cargo from ship to the wharf, lighter, water surface or for loading cargo onto the ship.

Remarks:
(1)From May 16, 2000, there will be a flexible rate of 20% discount. Only the handling charge for cargo weighing 50 kg and below (such as rice and fertilizers) will be excluded from the discount.
(2) 20 % discount for transshipment cargo.
(3) On National holidays, there will be an additional charge of NT$17.40 per ton according to the actual operating tonnage.
(4) Please refer to the regulations on page 39 for overtime charges.

(2) Longshoring Charges:
Longshoring charges shall be assessed against consignees or shippers unless otherwise agreed between carrier and consignees or shippers. For the purpose of shipside loading or discharge, particular handling or turning over the boat, the equipment needed will have to be arranged separately. For other cargo handling on land:
圖示Turning In & Out at Storage Area:
(a) Inbound cargo: moving from alongside ship to storage area, stacking, and loading cars while taking delivery .
(b) Outbound cargo: unloading cars and moving to storage area, stacking, and moving to shipside while loading ships.
(c) Transshipment cargo: moving from alongside ship to storage area, stacking and moving back to shipside while reloading
(d) Outbound cargo shut out: unloading cars, moving to storage area, stacking and loading cars while taking delivery.

圖示Shipside Loading or Discharge:    
(a) Inbound cargo: loading cars direct from ship’s tackle or from the wharf alongside the ships.
(b) Outbound cargo: unloading cars alongside from loading ship or loading ship direct from cars.
(c) Hire of conveyance is to be paid by consignors for the cargo to be moved by Harbor Bureau for shipside loading or discharge if it cannot be carried out on the site.

(3). Additional Charges for Loading onto or Discharge from Lighters:
Additional charges shall be collected for discharge of cargo from lighters or from water surface to wharves or onto cars. Charges for the handling of cargo in reverse direction are the same.

(3)Self Unloading Charges
圖示Self Unloading Charges (Part 1): 
Self-unloading charges shall be assessed against consignees or shippers unless otherwise agreed between carrier and consignees or shippers.
Self-unloading charges apply to the ships that are equipped with automatic unloading facilities and no manual operation is needed. Laborers on land only help to handle work such as stacking and cleaning. The charges should accord with the following
regulations:

(1) The ship is equipped with automatic unloading facilities.
(2) Operations on board the ship will not need workers to handle any unloading machinery such as suspenders, grab buckets, shovels and excavators.
(3) No workers are needed for the stacking and sweeping works in the hatch. Only those who comply with the above regulations can be categorized under the self-unloading charges. Otherwise, they would be assessed according to the general stevedoring charges.

Remarks:
1. Shovels needed for shore operation are provided by the terminal office and shall carry the stipulated charges. The shipping merchant (consignee) may provide their own shovels if the terminal office is unable to provide them.

2. Shipside unloading should be adopted for stevedoring operation. Only when the vehicles are not enough can the cargo be demurred at the wharf for operations efficiency. However, the demurred cargo should complete the landing operation within 4 hours of departure or it has to move to the back line. If during the 4-hour period, there is another ship to be berthed at the wharf, the landing or moving operation should be completed before that ship's berthing. Demurrage charge would be assessed if shippers fail to complete the above operation. Charges of landing and moving operation are categorized as class 2 particular handling.
3. The turning out charges for cargo stored in the back line should be in accordance with the particular handling charge and the demurrage charge.
4. Shippers and consignees should maintain the cleanliness of the wharves. Cargoes that are dropped on the land cannot be swept into the water surface. Before leaving the harbor area, all carrying trucks should have first their tires cleaned and covered with canvas. All the stevedoring operation should comply with related environmental-protection regulations in the harbor area.
5. This rate is a lump-sum charge, inclusive of the charges for overtime work in nighttime and on holidays, but the rental charges of equipment for wharf operation are not included. However, based on the consideration of berth utilization, consignees should adopt 24-hour consecutive operation, and follow the harbor stevedoring operation regulations.
6. The wharf operations should assign wharf laborers to help the stacking and cleaning work on land and the wharves.
7. The charges can be negotiated if cargoes are discharged by self-unloading into its own warehouse. (From May 1, 1998, flexible rates are implemented with a 20% discount.)
8. If there are other agreements for the unloading operation of oil-tanks, cement trucks and conveyors (Equipment available on ship), the agreement should be adhered.

圖示Self Unloading Charges (Part 2):
For those ships who cannot comply with the self unloading standards of the Ministry of Transport, but are equipped with automatic unloading facilities and able to comply with the following regulations:
(1) The ship is equipped with automatic unloading facilities and do not need suspenders, grab buckets or other unloading machinery.?

(2) No workers will be needed on board the ship.
(3) No workers will be needed for cleaning and stacking operations. Those who comply with the above regulations will be charged for self unloading according to the table below.

Remarks:
1. About equipment utilization on land, shipside loading, cleaning regulations and other charges, it will be based on the Ministry of Transport regulations.
2. Loading per hour refers to Total Load / End time – Starting time. If work is stop due to typhoon or rain, the time will not be calculated.
3.The above rates will be effective from July 9, 1998.


4.Wharf No. 99 Scrap Metal Crane Hire Charges
The charges for unloading scrap metal at Wharf No. 99, is based on a lump sum calculation as follow:

Remarks:
1. The usage of excavators and car loaders will have to be rented by the consignee/ or shipper. Piority for the renting of carloader for shipside usage has to consider the two vehicles belonging to Taichung Harbor Bureau.?
2. For cargo stored at the backline, demurrage charges have to be assessed.
3. This rate is a lump-sum charge, inclusive of the charges for overtime work on holidays and meal allowances. However, based on the consideration of berth utilization, consignees should adopt 24-hour consecutive operation, and follow the harbor stevedoring operation regulations.


5. Automatic Coal Unloader
(1) Stevedoring Charges
Stevedoring charges are a single tariff system (shipside delivery or in/out transit sheds are based on the same tariff). This includes manual operation as listed below (Charges for equipment use and rent shall be according to the existing computation):
  A. Coal Unloading: Includes sweeping the hatch, cleaning the coal in cracks of blocked hatch and shovel stacking.
  B. Shovel stacking in Coal Stacking Yard.
  C. Laying elastic pipe for truck loading at the outbound lane of the distribution station and cleaning truck tires.

6. Remarks:
Regarding the flexible rates to the unloading charges (effective from April 16, 2001), the current rates of the Harbor Burea will be the ceiling rate, and the flexible discount will be in the percentage range. The consignee/ shipper will have to apply from the Harbor Bureau. If the charges exceed the percentage discount range, the case will be referred to the Ministry of Transport.
