   Chapter28---Taichung Harbor was going to be responsible for the third period of the flying sand renovation in the northern silt area.
  Taichung Harbor is situated in Nature of the terrain and Tatu River. The river sands are affected by the overtopping flow to produce sediments. Besides, because of the tide range, the sands are blown by north-east monsoon to form flying sands. These reasons cause Taichung Harbor to silt up in its harbor and channel. At the beginning of establishing the harbor, we planted natural windbreaks to decrease the danger, and handled the first and the second periods of renovations in 1991 and 1999. Because 921 Earthquake occurred in Central Taiwan, and the typhoon and torrential rain caused the mudslide, the mouth of Nature of the terrain and waters in Taichung Harbor have shown that the seabed has kept silted up and has affected Taichung Harbor’s channel waters. Taichung Harbor Bureau intends to handle the third period of engineering about the flying sand renovation in the northern silt area. To fit the government who continued the coast development policy forever, our renovation engineering adopted the natural working method to lead the overtopping flow because of the location, let sediments naturally be piled up in the northern silt area, flattened, added the soft sand engineering methods of bamboo fences and planting the grasses or covering straw cushions to prevent flying sands, planted trees, and established railings that prevent the wind and retaining walls in the second period of renovation coffers and northern seawall top to avoid flying sands flying beyond the northern seawall and silting up the channels and the fishing port waters. This engineering plan was agreed by 1374 committee members from Council for Economic Planning and Development on October 26th, 2009 to spend 692 million NT dollars and to finish on December, 2004. After finishing the plan, besides saving the transportation and preservation cost of the flying sands, we will efficiently improve the silt from the south of Nature of the terrain and the flying from flying sands, upgrade our environmental quality and prevent the danger of Taichung Harbor and channel which are silted up. In the long period, we can even develop to become the land for our harbor, offer a place for the owner factories, and increase the operation benefits. .
