Charges shall be assessed against the consignor.
 Labor Hire:
Minimum charge for labor hire is one day, either before or after noon. Any hire consigned before noon but working through lunch tine will be counted as a whole-day work .

Standby Charges:
 If any of the situation below occurs, standby charges for the workers will have to be paid. The calculation for standby charges is based on half-hour unit as the minimum charge. Less than half hour is counted as a half hour unit.
(1) During the dispatch of workers for loading/discharge, work is unable to commence due to circumstances and have to wait on the spot.
(2) The ship is not moored.
(3) Under the standard wharf operations, after the ship is moored but the workers are not required immediately, the standby charges will start to apply when the ship is properly moored, or after the imported cargo is discharged and pending the exported cargo to be loaded, the charges will start to apply when the cargo is fully discharged.

The above rates are applicable to the movement from ship to car or vice versa for the baggages detained by Customs. There is another 50% additional charge required for the same baggage to be moved into or out of detaining warehouses onto cars.

A 100% additional charge is required for the baggages of passengers or sailors, if they are not through the routine entry and exit inspection and have to be moved directly to the Customs House for inspection, whether they are from the carrying ships dock at passenger terminals, general wharves or buoys.
